യൂനിവേഴ്‌സിറ്റി ബി.എഡ് സെന്ററുകളിലെ അധ്യാപകര്‍ക്ക് അവഗണന

യൂനിവേഴ്‌സിറ്റി ബി.എഡ് സെന്ററുകളിലെ അധ്യാപകര്‍ക്ക് അവഗണന

പേരാമ്പ്ര: വിദ്യാഭ്യാസ മേഖലയില്‍ സമഗ്ര പരിഷ്‌കാരം നടപ്പാക്കുമ്പോഴും കാലിക്കറ്റ് യൂനിവേഴ്‌സിറ്റിക്കു കീഴിലെ ബി.എഡ് സെന്ററുകളിലെ അധ്യാപകരെ അവഗണിക്കുന്നു. ജോലിസ്ഥിരതയില്ലാത്ത ഇവര്‍ വര്‍ഷങ്ങളായി കാരടിസ്ഥാനത്തിലാണ് ജോലി ചെയ്യുന്നത്.
 സേവനവേതന വ്യവസ്ഥകള്‍ പരിതാപകരമാണ്. വാര്‍ഷിക വര്‍ധന തുച്ഛമായ 250 രൂപ മാത്രമാണ്. ചികിത്സ സഹായമോ പ്രസവാവധിയോ ഇല്ല. സര്‍ക്കാര്‍, എയ്ഡഡ് കോളജുകളിലെ സ്ഥിര അധ്യാപകര്‍ക്ക് നല്‍കുന്നതുപോലെ പ്രമോഷനോ പ്രഫ. അസി. പ്രഫ. സ്ഥാനപ്പേരുകളോ ഇവര്‍ക്ക് നല്‍കുന്നില്ല.
ഇവരുടെ പ്രവൃത്തി പരിചയം യൂനിവേഴ്‌സിറ്റിയിലെ മറ്റു നിയമനങ്ങളുടെ യോഗ്യതയായും അംഗീകരിച്ചില്ല. വിദ്യാഭ്യാസ പരിഷ്‌കാരങ്ങളുടെ ഭാഗമായുള്ള പരിശീലനങ്ങളൊന്നും യൂനിവേഴ്‌സിറ്റി സെന്ററുകളിലെ ബി.എഡ് അധ്യാപകര്‍ക്ക് നല്‍കുന്നില്ല.
 കാലിക്കറ്റ് യൂനിവേഴ്‌സിറ്റിക്കു കീഴില്‍ വിവിധ ജില്ലകളിലായി ഇത്തരം 11 ബി.എഡ് സെന്ററുകളാണുള്ളത്.
 ഇവിടെ പഠിപ്പിക്കുന്ന 90 ശതമാനം ആളുകളും ഉന്നത ബിരുദധാരികളാണ്. മിക്കവര്‍ക്കും യു.ജി.സി യോഗ്യതയുണ്ട്.
 വിദ്യാഭ്യാസത്തില്‍ ഡോക്ടറേറ്റ് നേടിയവരും കുറവല്ല. ജില്ലയില്‍ കോഴിക്കോട് ബീച്ച്, വടകര, പേരാമ്പ്രക്കടുത്ത ചക്കിട്ടപ്പാറ എന്നിവിടങ്ങിലാണ് വാഴ്‌സിറ്റി സെന്ററുകളുള്ളത്. പാലക്കാട്, തൃശൂര്‍, മലപ്പുറം, വയനാട് ജില്ലകളിലായി ഒമ്പത് സെന്ററുകളും പ്രവര്‍ത്തിക്കുന്നു.
 ഈ സെന്ററുകളിലെ ലൈബ്രേറിയന്‍, ക്ലര്‍ക്ക്, പ്യൂണ്‍ എന്നിവര്‍ സ്ഥിരം ജീവനക്കാരാണെന്നതാണ് കൗതുകകരം.

ഒരു സര്‍ക്കാര്‍ കോളേജ് പ്രിന്‍സിപ്പലിന്റെ മറ്റു ജോലികള്‍..ഇത്രയും ജോലികളോട് ഇവര്‍ക്ക് നീതി പുലര്‍ത്താന്‍ കഴിയുമോ?


കേരളത്തില്‍ വെറും നാല് സര്‍ക്കാര്‍ ബി.എഡ് കോളേജുകള്‍. അവയില്‍ ഒരു കോളേജിന്റെ പ്രിന്‍സിപ്പല്‍ ന്റെ പ്രിന്‍സിപ്പല്‍ ഇതര ജോലി ഭാരം വെബ്‌സൈറ്റില്‍ കണ്ടത്: യൂനിവേഴ്സിടി ബി.എഡ്. സെന്റെര്‍ പ്രിന്സിപ്പലുമാരും ഇത്രയും യോഗ്യത ഒക്കെ ഉള്ളവര്‍ ആണെങ്കിലും അവരെ എങ്ങും അടിപ്പിക്കൂല. പ്രോഫസ്സര്‍ എന്ന് സംബോധന പോലും കിട്ടൂല.നാട്ടില്‍ ഉച്ച നീചത്വം നിലനില്‍ക്കുന്നു.

ടീച്ചര്‍മാരുടെ ടീച്ചര്‍മാര്‍ കൂലിടീച്ചര്‍മാര്‍



സര്‍ക്കാരിന്റെ നിയന്ത്രണത്തില്‍ വെറും നാല് സര്‍ക്കാര്‍ ബി.എഡ്. കോളേജുകളും പിന്നെ പതിനേഴ്‌ എയിടെഡ് കോളേജുകളും ഇന്ന് കേരളത്തില്‍ നിലവിലുണ്ട്. അവര്‍ക്ക് മാത്രമേ യു.ജി.സി. നിര്‍ദേശിച്ചിട്ടുള്ള സേവന-വേതന വ്യവസ്ഥകള്‍ ലഭിക്കുന്നുള്ളൂ. ബാക്കി തൊണ്ണൂറു ശതമാനത്തിനു മേല്‍ അധ്യാപകരും പ്രിന്‍സിപ്പല്‍മാരും സ്വാകാര്യ-സ്വാശ്രയ കോളേജുകളില്‍ ആണ് ജോലി ചെയ്യുന്നത്. യു.ജി.സി. എന്ന മഹത് സ്ഥാപനം വെറും പത്ത് ശതമാനം അധ്യാപകര്‍ക്ക് പ്രയോജനം ചെയ്യുന്നുള്ളൂ . അതില്‍ എണ്‍പത് ശതമാനം പോസ്റ്റുകളും പണം കൊടുത്ത് എയിഡഡ്  ജോലി വാങ്ങാന്‍ കഴിയുന്ന പ്രബലരായ വ്യക്തികള്‍ കൊണ്ട് പോകും. നികുതിദായകന്റെ പണം മിക്കവാറും ഇത്തരം പണവും സ്വാധീനവും ഉള്ളവര്‍ കൊണ്ട് പോവുന്നു.



മേല്‍പ്പറഞ്ഞ നാല് സര്‍ക്കാര്‍ സ്ഥാപനങ്ങളില്‍ ജോലി പ്രതീക്ഷിച്ച് ആരെങ്കിലും ഇരിക്കുകയാണെങ്കില്‍ അതും വിഡ്ഢിത്തരം. കാരണം, ഈ പോസ്റ്റുകളും സര്‍ക്കാരില്‍ സ്ഥിരം ജോലി ചെയ്യുന്ന അധ്യാപകര്‍ തങ്ങളുടെ സ്വാധീനമുപയോഗിച്ച് കയ്യടക്കി വച്ചിരിക്കുകയാണ്. സര്‍ക്കാരിന്റെ കീഴിലുള്ള അധ്യാപക-പരിശീലനസ്ഥാപനങ്ങളില്‍ അധ്യാപകരെ നിയമിക്കുമ്പോള്‍ രണ്ടു റാങ്ക് ലിസ്റ്റുകള്‍ (സര്‍ക്കാരില്‍ ജോലി ചെയ്യുന്നവര്‍ക്ക് ക്യാറ്റഗറി -I എന്ന ലിസ്റ്റും അല്ലാത്തവര്‍ക്ക് ക്യാറ്റഗറി-II എന്ന ലിസ്റ്റും) ഉണ്ടാക്കുകയും അവയില്‍ ആദ്യത്തേതില്‍ ഉദ്യോഗാര്‍ഥികള്‍ ഇല്ലെങ്കില്‍ മാത്രം രണ്ടാമത്തെ ലിസ്റ്റില്‍ നിന്നും നിയമനം നടത്തുകയും ചെയ്യുന്ന രീതിയാണ് നിലവില്‍ ഉള്ളത്. ഇത്തരം ഒരു നിയമം അധ്യാപകപരിശീലന കോളേജുകളില്‍ അധ്യാപകരെ എടുക്കുമ്പോള്‍ മാത്രമേ ഉള്ളൂ. സമാന തസ്തികയില്‍ പെട്ട മറ്റു വിഷയങ്ങളില്‍ (കെമിസ്ട്രി, ഹിസ്റ്ററി തുടങ്ങിയ) അധ്യാപകരെ നിയമിക്കുമ്പോള്‍ ഇത്തരം നിയമം ഒന്നും ഇല്ല എന്നും ശ്രദ്ധേയമാണ്. യു.ജി.സി.യും എന്‍.സി.ടി.യും ഒന്നും നിഷ്ക്കര്‍ഷിക്കാത്ത ഈ നിയമം 'ബൈ  ട്രാന്‍സ്ഫര്‍' എന്ന ഓമന പേരില്‍ അറിയപ്പെടുന്നു. സര്‍ക്കാരില്‍ തന്നെയുള്ള ചില പ്രബല ശക്തികള്‍ പണ്ടെങ്ങോ അടിച്ചെടുത്ത ഒരു നിയമം.

ഇവര്‍ക്കൊക്കെ വല്ല കൂലി പണിക്കും പോയ്ക്കൂടെ?



കേരളത്തില്‍ ബി.എഡ്. കോളേജുകളില്‍ തൊണ്ണൂറു ശതമാനം അധ്യാപകരും കൂലി പണിക്കര്‍ക്ക് കിട്ടുന്ന വേതനം പോലും ഇല്ലാതെയാണ് ജോലി ചെയ്യുന്നത്. പിന്നെ എന്തിനാണ് ബി.എഡ് പഠിക്കാന്‍ കുട്ടികള്‍ വന്നിരിക്കുന്നത്? പഠിച്ചു ഇറങ്ങിയാല്‍ തൊഴില്‍ കിട്ടും. പക്ഷെ എങ്ങിനെ ഉള്ള തൊഴില്‍? കൂലി പണിക്കു കൊടുക്കുന്ന കൂലി പോലും ഇല്ലാത്ത തൊഴില്‍. അല്ലെങ്കില്‍ ഐടെഡ് സ്ഥാപനങ്ങളില്‍ ജോലി കിട്ടാന്‍ കോഴ കൊടുക്കാന്‍ ഉണ്ടാകണം. പിന്നെ ചുരുക്കം ചില ഭാഗ്യവന്മാര്‍ക്കും ഭാഗ്യവതികള്‍ക്കും സര്‍കാര്‍ സ്കൂളുകളില്‍ ജോലി കിട്ടും.


ശരിയായ വേതനം കൊടുത്തു വേണം അധ്യാപകരെ നിയോഗിക്കാന്‍. അപ്പോള്‍ മാത്രമേ ആ തൊഴിലിനു അന്തസ്സ് ലഭിക്കൂ. അതൊരു തൊഴില്‍ ആയി മാറൂ. അധ്യാപകര്‍ക്ക് തുച്ചമായ വേതനം കൊടുത്തു സ്ഥാപനങ്ങള്‍ നടത്തുന്നത് കൊണ്ട് സമൂഹത്തിനു ഒരു ഗുണവും ഉണ്ടാവില്ല. പഠിച്ചിറങ്ങുന്ന വിദ്യര്ധികള്‍ക്ക് നല്ല അധ്യാപക ജോലി ലഭിക്കണം എങ്കില്‍ അധ്യാപകരുടെ ശമ്പളം ന്യായമായതായിരിക്കണം

"Many private school managements engage teachers for salary far below industry standards."

"Teachers earn a lot lesser than professionals in other occupations that require similar levels of education. Long hours, low pay, lack of support and decreasing levels of respect in society are pushing talent out of the profession. "The best talent from grad school doesn't come into the teaching line, because generally pay packages are low. We get the most average set of people who do their B Ed as an afterthought because they could not get into any of the other professional fields," said correspondent of Shree Niketan Matriculation School, P Vishnucharan.

He said that few schools can afford to pay their teachers well. As much as 50% to 60% of the school revenue goes into paying teacher salaries. But, schools are forced to pay a higher secondary mathematics teacher Rs 10,000 when we want to pay them Rs 30,000. "Over regulation of schools is making it difficult to meet these important expenses. In the process we lose good talent," Vishnucharan added.

In such a scenario, it's not hard to imagine a trainee teacher being asked to handle five classes a day with up to 50 students each. Add to this the increasing pressure that modern day school reforms like a Continuous and Comprehensive Evaluation will place on the person. Throw in the fact that the curriculum in teacher training colleges hardly prepares the candidate for the challenges that she will face in a 21{+s} {+t} century classroom. For a candidate who has other options, this kind of pressure for such low pay doesn't make much sense. So, most eligible candidates quit within a few months, or just wait for a government job to put in their papers, choosing to leave their students as unfinished projects.

Experts say that practices in other countries could show the way. Educational consultant K R Maalathi suggests that we ape Finland. "There the government is seen recruiting top graduates to the profession, and then pay for their training. They have rewards, awards and get concessions. The government may have to do something similar so we can get good quality teachers." In South Korea an English teacher gets paid an equivalent salary of Rs 75,000 a month. Consequently, the attrition rate in South Korea is said to be 1% a year, while in Finlandit is 2% and bright graduates are only too happy to respond to the government's call for more teachers."
